Lost documents?

At this point in time I think it is in order to consider how government agencies categorize their documents.

I hear from my reliable first hand sources that there are two document categories:

The first type is “under consideration” – these are important documents that are LOST.

The other type are documents that are categorized as “under active consideration” – these importand documents are also lost – but are being searched for!
